NOTICE COMBINED MATRIC LEVEL EXAMINATION, 2008 F.No.3/3/2007-P&P-I. Staff Selection Commission will hold on Sunday, the 30.03.2008, a Combined Matric Level (Preliminary) Examination all over the country for selecting candidates for the Main Examination which will tentatively be held on 27th-28th Sept., 2008, for the following categories of Matric level Posts:
(A) GRADE ‘C’ STENOGRAPHERS in the Pay Scale of Rs.6500-10,500/- in the Election Commission of India, Central Vigilance Commission and also in other Central Government Departments/Offices, viz., Ministry of External Affairs, Armed Forces Headquarters (AFHQ), Department of Tourism, etc. in the pay scale of Rs.5500-9000 mostly located in Delhi / New Delhi.
(B) GRADE ‘D’ STENOGRAPHERS in the Pay Scale of Rs.4000-6000 in the various Central Government Ministries / Departments / Offices.
(C) LOWER DIVISION CLERKS (LDCs) in the Pay Scale of Rs.3050-4590 in the various Central Government Ministries / Departments / Offices (other than in Central Secretariat Clerical Service Cadre).
NOTE-I: DIRECT RECRUITMENT TO THE GRADE OF STENOGRAPHER GRADE ‘C’ IN CENTRAL SECRETARIAT STENOGRAPHERS SERVICE (CSSS) CADRE AND LDCs IN CENTRAL SECRETARIAT CLERICAL SERVICE (CSCS) CADRE HAVE BEEN DISCONTINUED BY THE GOVERNMENT.
Vacancies of Stenographers Grade ‘D’ and LDCs are grouped/classified as under:
a) Group ‘X’ – For Ministries/Departments of Central Government located mostly in Delhi.
b) Group ‘Y’ – For Offices/Departments of Central Government including Attached/ Subordinate Offices located in States and Union Territories all over the country.
NOTE: All the above stated posts carry All India Service Liability (AISL) i.e. the Candidate, on selection, could be asked to serve anywhere in the country.
APPLICATIONS ARE INVITED FROM WILLING CANDIDATES FOR THE COMBINED MATRIC LEVEL EXAMINATION 2008. The candidates will have to
Apply in the prescribed Application Form, common both for the Preliminary and the Main part of the Combined Matric Level Examination, 2008 only once with the requisite fee. No separate Application Form will have to be filled up by the candidates who qualify for the Main Examination and no fee will be charged again for appearing in the Main Examination. THE MAIN EXAMINATION WILL TENTATIVELY BE HELD ON 27- 28TH Sept., 2008. Change if any in the MAIN (WRITTEN) EXAMINATION AS WELL AS THE CENTRES OF EXAMINATION WILL BE NOTIFIED TO THE SUCCESSFUL CANDIDATES THROUGH PUBLIC NOTICE IN EMPLOYMENT NEWS / ROZGAR SAMACHAR AND THE ADMISSION CERTIFICATES WHICH WILL BE ISSUED TO THEM BY THE REGIONAL OFFICE / SUB-REGIONAL OFFICE OF THE COMMISSION SEPARATELY FOR APPEARING IN THE MAIN EXAMINATION.
CANDIDATES, WHO QUALIFY IN THE MAIN EXAMINATION, WILL BE SEPARATELY CALLED FOR THE TYPEWRITING TEST/STENOGRAPHY TEST.
NOTE: ALL THE PROVISIONS RELATING TO THE THREE STAGES OF RECRUITMENT, Viz., PRELIMINARY, MAIN AND SKILL TEST/STENOGRAPHY, HAVE BEEN INCORPORATED IN DETAIL IN THIS NOTICE. HENCE, NO SEPARATE NOTICE FOR THE MAIN EXAMINATION WILL BE PUBLISHED IN THE EMPLOYMENT NEWS / ROZGAR SAMACHAR.
2. VACANCIES/RESERVATION (i) Firm number of vacancies for different categories of posts for Stenographer Gr. ‘C’, Stenographer Gr. ‘D’ and LDC will be determined in due course., (ii) Reservation for SC/ST/OBC/ExS/PH etc. categories are applicable as per extant Central Govt. Orders.
NOTE-1: Orthopaedically Handicapped (OH) and Visually Handicapped (VH) candidates are eligible for all the categories of posts viz. Stenographers Grade ‘C’, Stenographers Grade ‘D’ and LDCs.
NOTE-2: Hearing Handicapped (HH) candidates are eligible for the posts of LDC only, and not for Stenographers Grade ‘C’ and Stenographers Grade ‘D’, hence HH candidates need not apply for posts of Stenographer Grade ‘C’ and Stenographer Grade ‘D’.
3. NATIONALITY / CITIZENSHIP: A candidate must be either: (a) a citizen of India, or (b) a subject of Nepal, or (c) a subject of Bhutan, or (d) a Tibetan refugee who came over to India, before the 1st January,1962, with the intention of permanently settling in India, or (e) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania(Formerly Tanganyika and Zanzibar),Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India. Provided that a candidate belonging to categories (b), (c), (d) and (e) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.
A candidate in whose case a certificate of eligibility is necessary may be admitted to the Examination but the offer of appointment will be given only after the necessary eligibility certificate has been issued to him by the Government of India.
4 (A) AGE LIMIT: 18-27 years as on 01.08.2008, i.e. the candidate must have been born not earlier than 2nd August, 1981 and not later than 1st August, 1990.
NOTE:I As per extant Govt. Orders, the crucial date for age-limit is reckoned with reference to the examination schedule / date of the Main Examination. The Combined Matric Level (Main) Examination, 2008 is likely to be held on 27-28th Sept., 2008 subject to unforeseen administrative / public exigencies.
NOTE:II Candidates should note that only the Date of Birth as recorded in the Matriculation/Secondary Examination Certificate or an equivalent certificate on the date of submission of application will be accepted by the Commission for determining the Age eligibility and no subsequent request for its change will be considered or granted.
4(B) The Upper age limit as prescribed in Para 4(A) will be further relaxable: (i) Upto a maximum of 5 years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe category;
(ii) Upto a maximum of 3 years if a candidate belongs to OBCs in accordance with DP&T OM NO.43013/2/95-Estt(SCT) dated 25.01.1995 read with amendments made thereafter;
(iii) Upto a maximum of 10 years if the candidate is a physically handicapped person. For candidates belonging to SC/ST/OBC who are physically handicapped, the maximum age relaxation of 10 years permissible for physically handicapped shall be in addition to the age relaxation provided in terms of column (i) and (ii) above;
3 (iv) Upto the maximum of 5 years to candidates of Jammu and Kashmir who have ordinarily been domiciled in the State of Jammu and Kashmir during the period from 1.1.1981 to 31.12.1990. (Any person intending to avail of the aforesaid relaxation shall submit the certificate from either District Magistrate within whose jurisdiction he had ordinarily resided or any other authority so designated in this behalf by the Govt. of Jammu and Kashmir to the effect that he had ordinarily been domiciled in the State of Jammu and Kashmir during the period 01.01.1981 to 31.12.1990);
(v) Upto the age of 35 years (upto 40 years for members of Scheduled Castes/ Scheduled Tribes and 38 years for OBC) in the case of widows, divorced women and women judicially separated from their husbands and who are not remarried;
(vi) Upto a maximum of three years (8 years for SC/ST and 6 years for OBC candidates) in the case of Defence Personnel disabled in operation during hostilities with any foreign country or in a disturbed area and released as a consequence thereof.
(vii) Upto 45 years in respect of Service Clerks in the last year of their colour service in the Armed Forces, i.e. those who are due for release from the Army during the period 02nd August, 2008 to 1st August, 2009. Such candidates are not entitled to any concession in fee.
Provided that candidates admitted to the examination under this age concession will be eligible to compete only for vacancies in Armed Forces Headquarters and Inter-Service Organisation, which are not reserved for Ex-serviceman.
(viii) Upper age limit is also relaxable for retrenched employees of Chukha Hydel Project Authority in Bhutan who were directly recruited, to the extent of service rendered by them with the Authority (period of service rendered by the retrenched employees will be decided on the basis of certificate issued by the Chukha Hydel Project Authority).
4(C) Age concession for Ex-S will be allowed in accordance with the orders issued by the Government from time to time as indicated below:
(i) For the posts of LDCs and Grade ‘D’ Stenographers: Ex-Servicemen, fulfilling the conditions laid down by the Govt. from time to time, shall be allowed to deduct military service from their actual age and such resultant age should not exceed the prescribed age limit by more than 3 years ( 6 years in case of OBC and 8 years in case of SC/ST ).
(ii) For the posts of Grade ‘C’ Stenographers: Age relaxation for Ex- Servicemen is 5 years (8 years for OBC and 10 years for SC/ST) including ECOs/SSCOs who have rendered at least 5 years of Military service as on 01.08.2008 and have been released on completion of assignment including those whose assignment is to be completed within one year from the CLOSING DATE, i.e., 14.12.2007 otherwise than by way of dismissal or discharge or on account of misconduct or inefficiency, physical disability attributable to Military service or on invalidment.
